But the list didn't even reach 40/80 There was another empty slot, 28/68, but the license for its UHF frequency hadn't been settled yet (it started in 1999 after 35 years of license as a "poor man's MTV")

A random VTR Cablexpress headend. I don't know where is this from, probably from a city where the terrestrial channels were grouped in odd numbers (3-5-7-9-11-13) and where Rock & Pop Televisión wasn't available. Judging from the TV Azteca-influenced logo La Red had (resembling a 4), I guess this is from 1998.
