tivùsat is a free-to-air/free-to-view digital satellite television platform, launched by the joint venture between RAI, Mediaset and Telecom Italia Media, and serving Italy, Vatican City and San Marino. With the exception of international news services carried in English, services are provided in the Italian language.
Tivùsat was officially launched on July 31, 2009 in conjunction with the abandonment of Sky by the RaiSat channels. Together with these (and the rest of the Rai offer) some Mediaset channels are immediately made available. In the following months, the first certified decoders appear on the shelves of specialized stores.
Tivùsat uses the Eutelsat Hot Bird satellite fleet, positioned at 13° East, the same orbital position used by the Sky Italia pay platform. Tivùsat programming is partially unencrypted (Free to air) and partially encrypted (Free to view). Although admissible throughout the coverage area of the Eutelsat Hot Bird satellites, therefore also outside the national territory, it is legally usable only in Italy, in the Vatican City and in the Republic of San Marino, since it sometimes provides for mass broadcasting of programs without the necessary broadcasting rights abroad.
Tivùsat makes available via satellite the complete schedule of most of the free television channels of the shareholders of Tivù Srl: Rai, Mediaset, Telecom Italia, Local TV Association and Coral Aeranti. Previously, in fact, not all the programming of these channels was visible via satellite as, for various programs, broadcasting rights are purchased only for Italy while the Eutelsat Hot Bird 13° east satellites, currently used by these companies for broadcasting via satellite to the users of their TV channels, cover a much larger area than Italy. The programs for which broadcasting rights have been purchased only for Italy, via satellite are then encrypted to prevent viewing abroad.
One of the main objectives of the shareholders of Tivù Srl is in fact to make the entire free Italian digital terrestrial offer available via satellite in Italy in order to provide an alternative to those who are not fully or partially covered by the terrestrial signal. According to the statements of the then president of Tivù Srl, Luca Balestrieri , Tivùsat is open to all digital terrestrial operators
With regard to the Rai regional offer (with the exception of Rai 3 TGR Friuli Venezia Giulia, which has been broadcast autonomously 24 hours a day since 13 December 2011 on channel 122), it is not fully available. On the Rai 3 and Rai 3 HD channels, the TGRs of the regions where the national production centers of Rai are based (Piedmont, Lombardy, Lazio and Campania) are broadcast on a weekly basis and, in the event of exceptional events, the editions of the TGR of the region concerned. Initially Tivùsat, during the regional programming, broadcast a musical container for 15 minutes conducted by Dario Salvatori entitled Famous for 15 minutes. The same program was also proposed until 12 July 2015 by Rai 3 HD present both on the Eutelsat Hot Bird 13 ° east satellite and on the Astra satellite at 19° east. From the end of 2020, along with a reconfiguration of the Rai transponders, all regional versions will be available.
The conditioned access system chosen for Tivùsat is Nagravision in its Tiger and Merlin versions. It is therefore not possible to use Tivùsat programming with a Sky Italia decoder and vice versa. For the channels shared between the two platforms, the double coding technique is used (with the exception of LA7, which is present in two distinct versions). The decoding of the signal is performed, in combination with a certified device, by a Smart Card. To date, there are different types of smart cards. The first to be produced, in light blue, orange or the Limited Edition 2014 (tricolor), allow viewing of all the channels of the Tivùsat offer, with the exception of Mezzo and Rai 4K. They implement Tiger coding. The second category, with golden colored cards, the Limited 2015 (with the DMAX logo), 2016 (Rio Olympics), 2017 (with the Mezzo logo ) and the multicolor ones bearing the "Tivùsat 4K" logo, allow viewing of the whole Tivùsat offer. They also use Tiger encoding. Then there are the blue smartcards dedicated to the modules of the centralized systems. During autumn 2019 the platform adopts the new Merlin coding, and the distribution of the new black cards that integrate this new system begins. In 2020, the new decoders integrate green Tivùsat HD branded cards equipped with Merlin. The coding can be carried out by the broadcaster or by Tivù itself.
Until August 2012, it was possible to request one or more Tivùsat smart cards from the official Rai website. Starting from that date, Rai, following the sentence of the Lazio Regional Administrative Court of 11 July 2012 which annulled paragraph 3 of art. 22 of the Service Contract, blocked the distribution of the cards. Since then, smartcards have only been found inside certified decoders or CAMs.
The Tivùsat platform presents, overall, some shortcomings of various kinds: mainly its offer does not include some national digital terrestrial channels and not all channels give the possibility to use double audio. The LCN functionality present on Tivùsat certified decoders includes only a few channels among those available for free on Eutelsat Hot Bird: to be included in this list and to use additional services (e.g. coding), broadcasters must sign a contract with Tivù Srl upon payment of a lump sum. Lastly, and not directly attributable to the platform (as it is linked exclusively to a choice of Sky Italia), there is no decoder that is officially compatible with it and with the other main Italian satellite platform, Sky Italia . A Common Interface decoder would indeed be required. The only decoder with this feature made official by Sky Italia is the XDome HD 1000 NC model , equipped with an integrated CAS Videoguard and a slot in which the Tivùsat CAM can be inserted. However, due to technical limitations, with this model of receiver it is not possible to use conditional access services via CAM module, received on transponders whose overall bitrate configuration is equal to or greater than the 50 Mbit/s , therefore most DVB-S2 configurations ; while the use is normally possible if the decoder native CAS Videoguard is used.
